Bid Notices

The Village of Plain City, Ohio (the "Village") is accepting sealed bids for the purchase of the following real property (the “Property”) for the purpose of development of property no longer needed for public use as described in this Notice of Bid Opening:

The Property (Madison Co. Parcel ID -#04-00249.000) commonly known as 213 S. Chillicothe Street, consisting of two buildings on 21,932+ square feet of land.

The sale of the Property shall be awarded, at the discretion of the Village Council, to the highest bidder submitting a bid in accordance with the terms outlined below.

It is the intention of the Village to sell the Property based on the highest bid that is submitted. If in the judgment of the Village Council the bids submitted do not represent the fair value of the Property, the Council reserves the right to reject any and all bids. Should any bid be accepted, payment shall be made by earnest money deposit, subject to closing, and shall be deposited with the Village or designated escrow agent by cashier’s check or money order payable to the Village of Plain City within three days of the award notice. Provisions of the sale of the Property shall include:

  1. Council has established a $500,000 bid price reserve and maintains the right to waive this reserve.

  2. The land directly east of the subject property will remain as Village property for a future public parking lot improvement project. The purchasing party can use this parking lot for compliance purposes under the Village’s off-street parking requirement per the zoning code. The parking lot will also be open to the public and may be improved in the future. 

  3. The garage area of old administration building will be used for Village equipment storage for a period of one year, or until an alternative facility is constructed, whichever comes first.

  4. The zoning classification of the property is B-3. A deed restriction that can only be waived by the Village in the future will prohibit the following B-3 uses under the zoning code: gas stations, car washes, and auto repair shops.

  5. Any future remodeling or development of the site or buildings must restore and maintain the existing character and aesthetic of the original historic portion of the Administration building pursuant to any future Village land use approval (i.e. Design Review Board review). All proposed changes to the building(s) must adhere to Chapter 1327 of the Village’s Codified Ordinances, including the need for alterations to be submitted to the Village Design Review Board. 

  6. The Village has the right of first refusal, for a period of ten years, if the new property owner chooses to sell the property to a non-related party.

  7. Bidders must provide a bid bond or cashier’s check in the amount of 10% of their bid price with the bid.  The cashier’s checks of non-prevailing bidders will not be deposited and all such checks and bonds will be returned.

  8. Closing within 90-days of acceptance of the winning bid. 

  9. Property to be sold as-is, bidders will be able to tour and inspect the site and buildings at a specified date and time before the bid deadline.


By execution and submission of this bid, the bidder hereby represents and warrants to the Village that the bidder has read and understands this Notice of Bid Opening and that the bid is made in accordance with the terms stated herein. The Village reserves the right to waive, delete or amend any of the requirements connected with this bid.

Bids shall be delivered in a sealed envelope to the Village of Plain City, 800 Village Blvd., Plain City, Ohio 43064. All bids shall be plainly marked “SEALED BID TO PURCHASE REAL PROPERTY.” Bids must be received before 2:59 p.m. on September 30, 2021, and any bid received after that time will not be considered. Village staff will publicly open, read and tabulate the bids at 3:00 p.m. on September 30, 2021, Village Council Chambers, Village of Plain City, 800 Village Blvd., Plain City, Ohio 43064. A public walk through is scheduled for September 20 from 2pm - 3:30pm. Join at any time during the time frame.

The Village of Plain City, Ohio, is requesting qualifications (RFQ) from firms for the design/build construction of the Public Works Garage Building project. Interested firms may respond in accordance with the content and formatting requirements set forth for Qualification Statements for the Village of Plain City, Ohio, as outlined herein.

Community Meetings


The Plain City Business Association (PCBA) meets at 8:00am on the fourth Wednesday of each month via zoom



The Uptown Plain City Organization (UPCO) meets every other month starting in January on the third Thursday of every other month at 6:30pm. The location of the meeting changes monthly so please check the website or Facebook page the day of the meeting.
