Whether you're a developer, business owner, or resident, our goal is to provide helpful information about our department. The Planning and Zoning Department works closely with other Village Staff, the Village Council, and the Planning and Zoning Commission.
The Planning and Zoning Department is charged with enforcing the Planning and Zone Code of the Codified Ordinances of Plain City. Many processes are administered through the P&Z. These processes include residential subdivision review; commercial development review; zoning certificate review for new home construction, sidewalks, signs, fending, and pools as well as providing staff assistance to the Planning and Zoning Commission, Board of Zoning Appeals, and Design Review Board for variances, home occupations, conditional uses, and plat approval.

Planning and Zoning Applications
Village zoning permits have recently been shifted to an online Planning & Code Compliance portal, making it efficient for customers to complete their zoning permit applications. With this system, you will be able to submit an application from anywhere, 24/7, monitor the status of the application online, receive notifications via email as your application is reviewed and processed, request inspections, communicate with staff, pay for permits, and receive documents.

Planning and Zoning Commission
The Planning and Zoning Commission shall have the power and duty to hear applications for land use, zoning classifications or districts and, as merited, to submit written recommendations for legislative action or to render final determinations for administrative action; to initiate, review and recommend legislation, rules, and regulations on all matters of municipal planning, land use, and zoning classification; to approve variances to the Subdivision Regulations, and to exercise such other powers, duties, and functions as provided by Council.
Uptown Master Plan
The Uptown Master Plan is a framework for future growth and development in the downtown core, tailored to Plain City’s Uptown District. The goal of the plan is to grow the local economy and unique sense of place by creating a plan that is rooted in community values and aspirations, balanced with today’s market realities and proven public and private sector solutions.
The Uptown Master Plan was adopted on March 1, 2023.
In 2018, the Village created the Bicentennial Community Plan (Comprehensive Plant). The plan helps the Village establish a vision for the future, address community challenges, and support future projects. The Comprehensive Plan was adopted on December 17, 2018.
