PLANNING & ZONING
Whether you're a developer, business owner or resident, our goal is to provide helpful information about our department. The Planning and Zoning Department works closely with other Village Staff, the Village Council, and the Planning and Zoning Commission.
The Planning and Zoning Department is charged with enforcing the Planning and Zone Code of the Codified Ordinances of Plain City. Many processes are administered through the P&Z. These processes include residential subdivision review; commercial development review; zoning certificate review for new home construction, sidewalks, signs, fending, and pools as well as providing staff assistance to the Planning and Zoning Commission, Board of Zoning Appeals, and Design Review Board for variances, home occupations, conditional uses, and plat approval.
Planning and Zoning Applications
Village zoning permits have recently been shifted to an online Planning & Code Compliance portal, making it efficient for customers to complete their zoning permit applications. With this system, you will be able to submit an application from anywhere, 24/7, monitor the status of the application online, receive notifications via email as your application is reviewed and processed, request inspections, communicate with staff, pay for permits, and receive documents. All zoning permits are available on the Viewpoint portal. Additional forms can be found at the bottom of this page. Planning and Zoning Commission
The Planning and Zoning Commission shall have the power and duty to hear applications for land use, zoning classifications or districts and, as merited, to submit written recommendations for legislative action or to render final determinations for administrative action; to initiate, review and recommend legislation, rules, and regulations on all matters of municipal planning, land use, and zoning classification; to approve variances to the Subdivision Regulations, and to exercise such other powers, duties, and functions as provided by Council.
Zoning Code Update
The Village is doing a comprehensive update of the Zoning Code and wants your feedback! This update will modernize the code, streamline permitting processes, and address new land use issues. A draft of the Zoning Code and Zoning Map is publicly available for review from now until September 21, 2022 on the Zoning Code Update webpage. This is an exciting time for the Village and your feedback is encouraged!

As the status of project change and new developments are proposed the page will be updated.
In 2018, the Village decided it was time to update the Bicentennial Community Plan. An up-to-date plan helps the Village establish a vision for the future, address community challenges, and support future projects. Working with MKSK, Designing Local and members of the public, the Village of Plain City Comprehensive Plan was written. The Village Comprehensive Plan acts as a toolbox for Village administrators and decision-makers as the community continues to grow.
The Plain City community was instrumental in the writing of the 2018 Comprehensive Plan. Many residents, business owners, and others attended the public engagement sessions held by the Village. At these meetings, members of the public were encouraged to share their ideas and goals for the future of the community as well as current challenges Plain City needs to address. A steering committee was also formed with thirteen members of the Plain City community. The steering committee was able to delve deeply into all parts of the plan to ensure that it was addressing the needs of the Village. The 2018 Comprehensive Plan was adopted on December 17, 2018.
