Boards, Committees & Commissions

Volunteer boards, commissions, and committees serve our community by advising policy makers and providing essential support to village programs and activities. Village Council is assisted and advised by several standing citizen boards, commissions, and committees. In addition to standing boards and commissions, special ad-hoc committees are periodically established by Village Council to study, advise and assist with concerning specific topics and issues.

The Village accepts applications at any time for any committee, commission, or board, regardless of open opportunities. Applications will be held on file for future openings. Interested applicants should complete and submit a Committee Interest Form. For additional information and questions, contact the Clerk of Council via email or by calling 614-873-3527 ext. 121.

Board of Zoning Appeals
The Board of Zoning Appeals is a governing body tasked with interpreting and applying zoning regulations. The purpose of this board is to provide a fair and impartial forum for property owners and residents to seek variances or exceptions to zoning ordinances. The board reviews and decides on requests related to land use, building setbacks, height restrictions, and other zoning-related matters.

 The board meets the 2nd Wednesday of every month, if needed, at 6:30 PM. Please refer to the calendar for upcoming meeting dates.
Economic Development Committee
The Economic Development Committee advises Council on matters related to economic development and related matters. The committee's primary purpose is to provide recommendations and strategic guidance to Council on policies, programs, and initiatives that can stimulate economic activity, attract investment, and enhance the overall business climate in the village.

The committee meets the 4th Tuesday of every month at 11:00 AM. Please refer to the calendar for upcoming meeting dates.
Parks & Recreation Committee
The Parks and Recreation Committee oversees the planning, development, and maintenance of parks, recreational facilities, and programs that cater to the needs and interests of residents. They work closely with local authorities, community organizations, and residents to identify recreational needs, propose improvements to existing facilities, and advocate for the creation of new parks or recreational spaces.

Tree Commission
The Tree Commission focuses on the preservation, management, and enhancement of the village's urban forest and tree canopy. The primary purpose of the commission is to promote the importance of trees and their role in the overall environmental and aesthetic health of the community. The commission is responsible for developing and implementing tree-related policies, guidelines, and programs that address tree planting, maintenance, and removal practices. Personnel & Finance, CIP Committee

The Personnel & Finance, CIP (Capital Improvement Program) Committee focuses on the financial management and planning of the Village's personnel and capital projects. The primary purpose of this committee is to ensure effective coordination between personnel matters, financial resources, and the capital improvement needs of the village. The committee works closely with the village's Finance Department to review budget proposals, assess staffing requirements, and make recommendations regarding major expenditures.

Planning & Zoning Commission
The Planning and Zoning Commission plays a pivotal role in shaping the growth, development, and land use within the community. The primary purpose of the commission is to guide and regulate physical development in accordance with established zoning ordinances, land use plans, and the village's long-term vision. The commission reviews and makes recommendations on zoning changes, site plans, subdivisions, and other development proposals, ensuring they adhere to the village's zoning regulations and comprehensive plan.

Personnel Board of Appeals
The primary purpose of the Personnel Board of Appeals is to provide an avenue for Village employees to appeal disciplinary actions, grievances, or other personnel-related decisions. The board acts as an independent body that reviews and evaluates the facts and circumstances surrounding personnel disputes or disciplinary actions. Their role is to consider evidence, listen to testimonies, and make unbiased decisions based on the applicable policies, procedures, and legal requirements.

Others
Tax Incentive Review Council
The Plain City Tax Incentive Review Council (TIRC) has several responsibilities: it must review all tax abatement agreements and performance/audit reports annually, determine if the property owner has complied with the agreement considering fluctuations in the business cycle, and assess various factors during the annual review, such as the increase in property value due to improvements, the value of tax-exempted improvements, the number of new and retained employees, and the associated payroll. The TIRC must provide written recommendations to the Village Council regarding whether each agreement should continue, be modified, or terminated. Please click here for more information.

Housing Council

The role of the Plain City Housing Council is very similar to that of the Tax Incentive Review Council (TIRC). Its primary purpose is overseeing the Village's Community Reinvestment Area (CRA) Program and ensuring compliance with the terms stipulated in each CRA agreement. Furthermore, the Housing Council is responsible for inspecting the properties for which a tax exemption has been granted. Please click here for more information.

Plain City Area Development Corporation
In January 2024, Plain City Village Council authorized the creation of the Plain City Area Development Corporation (PCADC) to serve as the Village's community improvement corporation (CIC). The PCADA has the authority to apply for and administer grants, purchase and sell real property, and create special business programs. Please click here for more information.
